why adult missing person is 'runaway' in korea? i dont understand

I read the post about South Korea and 310,000 cases. It says adults are classed as runaways, no automatic phone tracking or alert.

In India if someone is missing, family goes to police and they search (sometimes slow, but they search). Why Korea make law like this? Is it for privacy? Please someone explain, I want to understand.
