Why JLR cut office jobs and not factory jobs?

I read JLR cut 4,000 jobs, mostly salaried staff like management, marketing and R&D. Factory hourly workers not affected.

I am nurse, not business person. In hospital when budget cut, usually they cut nurses first. So why car company cut office first? Is it because cars must still be built? And cutting R&D is not dangerous for future?
