tip for visitors in italy: coperto is not a scam

Many tourist write bad review because they see 'coperto' on the bill, 2 or 3 euro per person. It is not scam. It is cover charge, for bread and table. Normal in Italy.

But tip is not necessary like in USA. So in total maybe you pay same. Question: in your country what is the thing tourist always complain about but is normal?
