why are generator CO deaths still happening every single storm?

The Isaias post mentions one person found in a closed garage with a running generator. I've treated carbon monoxide poisoning in the ER more times than I want to remember, and it's almost always after a storm.

We've had decades of warnings. What would actually get through to people? Asking seriously, before the next storm.
