why museum ticket in europe so expensive now

Going Europe next year with my wife. I check prices. Wah. Some museum 20 euro, some more. Two person, five museum, already one good dinner gone.

In Singapore our National Gallery also not free for tourist but ok lah. In London many museum free, I don't understand how they do it.

Is there city pass worth buying or is just marketing? Please tell me before I spend.
