Why didn't the care homes report name Hancock? How do inquiries work?

Nation.Cymru reported families criticising the report for not naming Matt Hancock, and a solicitor for families called it “superficial”. Meanwhile the inquiry did explicitly reject his “protective ring” claim.

I'm not a lawyer. Is there a reason inquiries avoid assigning individual blame? Is it about their legal powers, or a choice?
