How hard is it really for Japanese entertainers to get US visas?

The Japan Times said it's still hard to bring Japanese entertainers abroad 'despite surging demand'. I'm curious about the practical side. Is it the type of visa? The processing time? Paperwork for large groups?

If anyone here works in events or touring, I'd love to hear how it works. Seventeen performers seems like a lot of paperwork.
