Diplomatic language translated into normal language

After many years reading foreign news, I think I understand diplomats now. A small dictionary:

'Frank and candid talks' = they shouted.
'Constructive discussion' = nothing was agreed.
'We share concerns' = we don't share anything else.
'Deeply concerned' = we will do nothing.
'Strategic partner' = we buy their oil.

Please add more. And correct me if I am too cynical.
