IPCC delays: who actually benefits from no timeline?

Reading the GONOM post on the Addis Ababa plenary, and I'm left with more questions than answers. Who is blocking the timeline? Is it a few countries, or a big split?

Is the fight about whether the reports land before the next global stocktake? Would a later report help some governments avoid pressure? Or is it more about workload for scientists from poorer countries who volunteer their time?

And does anyone know if this has ever happened before in the IPCC's history, or is the 'sixth time running' streak brand new territory?
