De la Espriella asked the US to monitor the runoff. Is that normal?

As a Frenchman I'm imagining a candidate here asking Washington to watch our ballot boxes. It would go down about as well as a bad baguette.

But maybe it's different in Latin America? Genuine question under the jokes.
