Rubio skips New Delhi for Mumbai: a snub to Modi, or plain business priorities?

US Secretary of State Marco Rubio's second visit to India this year took him to Mumbai and to Reliance Industries' Jamnagar refinery in Gujarat, not New Delhi. Al Jazeera reported that he held talks in Mumbai with External Affairs Minister S. Jaishankar and that no official reason was given for bypassing the capital.

The row began before he landed. India's ThePrint reported on October 15 that the US ambassador, Sergio Gor, told a forum that Jaishankar was expected to join Rubio in Mumbai. Congress leader Jairam Ramesh called the remark “quite extraordinary” and asked why the foreign ministry was silent about it.

The Guardian, writing after the visit, said Rubio did not meet Prime Minister Narendra Modi, and that some saw this as a snub. But it argued that by focusing on business leaders and oil, the secretary of state “made American priorities clear”.

How each outlet framed it

  • Al Jazeera — why the trip “ruffled feathers”: tariffs, India's purchases of Russian oil, and opposition anger at the optics.
  • ThePrint — the domestic political fight: Congress questions to the foreign ministry, and no reply from the ministry in the report.
  • The Guardian — the bigger picture: what an energy- and business-led visit says about how Washington now sees India.

What we don't know yet: Al Jazeera said trade talks had stalled. None of the three reports says whether the visit restarted them.
