Was Armenia's vote basically about Russia?

Reading the GONOM summary, it seems the main opposition, Strong Armenia, ran on keeping close ties with Russia, and a Pashinyan win was framed as a mandate to finish peace talks with Azerbaijan and normalise relations with Turkey.

So is it fair to call this a Russia-or-not election? Or is that the outsider's oversimplified version?
