Was 'No Other Choice' really unlucky, or did the campaign just not work?

I read the GONOM post about Park Chan-wook missing the final five again. It made the shortlist of 15 but not the nominations, and he still has zero nominations in 34 years. That is crazy to me.

The Korea Herald gave many reasons: crowded category, a late campaign for another film, Neon having US rights to four contenders. I can see both sides. Maybe it's just a strong year? But maybe the distributor had too many horses in one race. What do you guys think was the main reason?
