Who inspects temporary festival structures like the Kolkata pavilion?

Retired mechanic, and I've built my share of temporary stages for town fairs in Ontario. Here, a structure for a public event usually needs a permit and some kind of inspection, and there are rules about exits based on capacity.

The Kolkata pavilion was cloth and bamboo, from what I gather it's a temporary build for the festival. Who signs off on those in India? Is it the fire department, the city, the police? And does capacity even get calculated for a structure in a narrow lane?
