Supergirl at $38M — is superhero fatigue real or are they just worse films?

The GONOM post says $38M domestic against a $170M budget, below The Flash and Green Lantern, and the same weak start in Korea and India. Meanwhile Toy Story 5 is doing $70M in its second weekend, so people clearly still go to the cinema.

I keep hearing "superhero fatigue" but I'm not convinced. A 56% RT score and a B- CinemaScore isn't fatigue, it's just a film people weren't excited about. Or am I wrong? Genuinely asking.
