Should summer working hours be official in hot countries?

We're in another heat wave here in Spain and I keep thinking about how our working day hasn't really adapted. Some offices do 'jornada intensiva' in summer (start early, finish around 3pm), but plenty of people still work outdoors through the worst hours of the afternoon.

At the pharmacy I see it every day: older people coming in dizzy, workers asking for rehydration salts. I wonder if governments should simply make hot-season hours official, the way some places restrict outdoor work in the middle of the day.

How does your country handle it? Is it a law, a custom, or nothing at all?
