how does the overseas vote decide a whole presidency?? (Peru)
Okay so I was reading the Peru news post and my brain broke a bit! Sánchez apparently won inside Peru by about 32,000 votes, but Fujimori was ahead by about 81,000 among Peruvians abroad, and that decided it!
Is that normal in other countries? In Canada I feel like expat votes are a tiny footnote. Is it just that the race was SO close (50.14 vs 49.87)?
