Why do inspections always happen AFTER the fire?

After the Bangkok pub fire, Thailand ordered urgent inspection of all entertainment venues. Good. But the pub was not even licensed for live music. So who was checking before?

In India also, after every big fire, inspections everywhere for two weeks and then everything is back to normal. I think the problem is not rules, rules exist. The problem is nobody checks when nothing has happened yet. Maybe I am too pessimistic but I see same pattern everywhere.
