can someone explain the Kashmir reserved seats thing like I'm 5

read the GONOM post on Pakistan-administered Kashmir twice and I still don't fully get why 12 seats would cause weeks of protests and this many deaths. I'm a farmer from Iowa, my local politics is mostly about a stop sign.

who holds the seats now and why is it such a big deal?
